To re-silicone or not to re-silicone?

Remove all the old silicone and reseal the entire thing. New silicone do not adhere to old silicone well. Just do it right the first time, this will most likely save you some major headaches later on.

I 100% agree, its not fun to do it wrong and have your tank leak in a month or so, do it right and you don't have to worry.

So I don't need to worry about compromising the glue BETWEEN the panes of glass by taking off the silicone inside the tank? My LFS guy, who has re-sealed many tanks and in general is very accurate and knowledgeable, said that if you strip all the visible, old silicone from the inside, it can cause the silicone holding the glass together to be damaged, and make it more likely to leak. He suggests only redoing the part of the silicone that looks bad/leaks, and don't mess with redoing the rest.
 
IMO I feel its very unlikely you can do enough damage to the bond between the pane to cause a leak. Just take extra care not to drive the razor too far between the pane when you're removing the external seal.
