That really sucks! If you want I'll sell you a leaky 36 watt turbo twist that has a bad ballast. I'll give you one heck of a good price on it. 
Seriously though, I hope you figure out who the seller was and get things straightened out. If not, what parts of your turbo twist are bad? Can you just get a seal kit for it? If I have the part that you need you are welcome to them if you cover shipping.
