I can understand why this could be extremely frustrating for your father. Could they seek some advice , maybe from the dog groomer about the situation?.
 
How old is this dog? If it's 2+ yrs old, there is no reason for it to be chewing things that are not meant for it. Sounds like lack of training and discipline in my opinion. While I think that yes, it was wrong what your father did, it's also his fault and the others living with the dog for not training it.

Even crate training goes a long way. My dogs (pits) who hit their chewing phase around the 2 yr mark went without a hitch, and the only thing even chewed was the corner of a plastic dog crate and that was my fault for leaving them in their room longer than I should have. When I go away other than to work, my dogs get crated. When I go anywhere short term, or to work, they get roam of the spare room, which is their room as I call it.

Chewing is typical of under stimulated dogs. It's no one's fault but the owners.
 
I really do believe the key is lack of proper training. I try to read up a little on how to properly train dogs but again i am only over there every other week. Dog is almost a year old now. I just don't think they are disciplining the dog effectively.
