I work in wastewater treatment, and let me say this:
1. there is no toilet paper "residue" in tap water- what ever they mean by residue.
it all is removed via filtration, sedimentation in the wastewater plant before the wastewater is discharged back into the environment (where the water combines with lake water) and then at some point the drinking water plant picks up the lake water to treat for human consumption.
2. chlorine is not there to flavor the water, it is there as a disinfectant.
3. tap water has chlorine compounds in it as a natural byproduct of the chlorination process that continue to have disinfection properties long after it leaves the drinking water plant.
bottled water doesn't - mostly, they are ozonated.
problem is, once you OPEN them, there is nothing to stop bacteria/algae from growing.
Also, at least here in canada, there are no regulations governing the quality standards of bottled water. it looks like the US does have some guidelines, but they are not nearly as stringent as tap water guidelines.
there are very strict quidelines for tap water.

Now, don't get me wrong: I drink bottled water sometimes too, out of convenience.
but NOT because it is safer or better.
