Couple of thoughts.
First, I too have places in the tank where the poop gathers on the sand bed. Wish I could say I set the returns and Hydors up to get the gunk to settle there, but it was just luck.
I much rather have these collection points, then all this crap floating around the tank.
Second, running a vac over the sand is just part of life, when you keep fish.
If I don`t get the gunk up when a goodly pile has collected, I can count on one of my mob`s tail fin to hit it and all over the tank it goes.
Could float around for an hour before settling down again.
Sometimes think they do that on purpose.
Like saying, Hey..clean the tank man.
I would rather get it out than watch it swirl around the tank.
I would suggest finding an easy way to vac the gunk up.
Playing with your filter return wouldn`t be a waste of time, if you can get the gunk to collect in a few easy to reach spots.
Same for an investment in a powerhead.
But, in the end, you will still need to find a simple method for removing the gunk from the tank.
