You see these guys offered for sale around where I live (UK) pretty often for £1000 ea. Thats around $500 usd. You don't need a permit to own them, but damn you need some space.

And I think it is the tocos or swainsons but can't remember for sure but for a hand raised baby it was up there with the hyacinths.
A great breeder in the US is emerald forest birds they have a huge selection.
