theyre coming from some form of leucistics mixed with salmon colored hypo

Kind of. It's a type of mutation.

That would make it a recessive gene at first, but if bred back it becomes dominant and thus creating more. So no it has nothing to do with a runt, in fact runts are smaller than normal animals because of their small size, like premature babies with mammals.
