So how to you acclimate a fish to tap water that isnt from the tank? Fill the container with tap, then bag the fish with tank water and then float it?

If you're doing regular (tap) water changes, your tank water and (treated and/or aged) tap won't be appreciably different...so no real acclimation.
What I do is fill a 5g bucket with tap (of approx tank temperature), treat it with Prime, fill the bags, and catch fish into them.
