If you did not seed the tank.. it is unlikely that it is oxidizing ammonia this quickly... especieally since you allowed the concentrations to get so high so quickly...
But if your testing is accurate, then yes you do have both types of bacteria present in your aquarium. While this is unlikely, it is what you numbers are suggesting...
