I would think you would be alright without a chiller if your tank is your basement. My natives tank is in my basement and in winter it gets to about 50-55 and in summer it gets to 65ish. My natives seem to thrive in that and I havent had any problems. My tank is highly oxygenated and is also well filtered.

Trout eggs need current to survive. Many lakes that have trout are stocked, but some have suitable inlet and outlet streams that trout utilize for spawning.
 
I would love to have trout, but I decided that they would be too hard to keep in captivity.
 
If you really want to have a tank of trout you need to make contact with your local Trout Unlimited and find a teacher in your circle of friends who likes fish. Trout Unlimited provides grants to teachers to set up tanks in their rooms for educational purposes. So the tank won't be at your house, but most teachers doing a project like this would love to have another adult helping out (especially if you were the one who let them know about the opportunity). Many states have the Trout in the Classroom program. It is so fun to watch your eggs grow to fingerlings. All fish do need to be released by June 30 according to our permits but you get 5-6 months enjoying the little guys. Once you are in the program, the eggs show up each fall. This is the third year I've raised them. The website has lots of good information.

That is a really great suggestion cheriten! I live in PA as well and we have that program. Thanks for the idea!!
 
Tell your teacher to apply now if they want to do it this fall. I believe it is technically too late for 2010-2011 but if they get right on it, they may make an exception.
