Sadly you're probably right. That's one tough turtle if the pic is real.
 
that is the worst case i have seen by far...you need to change the housing setup and diet ...box turtle for sure what type i have no idea...
 
I rescued a turtle in a simular situation, the shell deformation was due to over feeding the turtle. Fat deposits under the shell cause it to pucker and push out.
 
wow that's umm yea I'm speechless....poor lil guy is he able to be saved and recover
 
you cant correct shell deformaties just prevent them from getting worse...i cant imagine that shell getting any worse.
