He just picks as chooses his fights. Keep in mind, I'm pretty sure he lost his title because he wouldn't fight. They gave it to someone else cause he kept coming up with excuses not to fight.
Here's a good example from an interview with him. How many times did he BS about Chuck Liddell before he actually fought him? chuck goes on a downward slide and now Tito is all over him.
