We top off with tap water at the store. A little chlorine is fine, but a tank full will kill.

Agreed we use tap water in the store I word at too
 
I top my tanks off all the time.
Like my 35 in my room, it has a HOB filter so if it gets too low it gets pretty loud.
Never used de-chlor to top it off and the fish were always fine.
It's such a minute amount of chlorine it wont do anything.
Chlorine dissolves after 24 hours anyway if in a well aerated tank.
 
Dropping the water level only makes the impurities more toxic. They are less diluted. And a fish can jump out of a tank whether it be 1" or 6" from the rim. Do you have a lid?

I agree, dropping the tank liquids is a bad idea, less water = more bioload. for a makeshift lid just put newspaper over the top of the tank

Chlorine, yes. But chloromines, no. Be careful when advising about this. It can lead to bad situations. ;)
