Time is the essence. The rental costs of those tiny stores are sky high, so they don’t want to spend time to net cheap fish for the customers. Unlike in US, those tiny stores are packed with customers and the traffic and volume of sale must be high or else they will be out of biz soon. On the upper floors of HK goldfish street, there are specialty stores that sell high price fish, such as Asian arrowanas, sting ray and fancy discus. These stores don’t pre bag fish as individual fish are priced in the $1000s.
I don’t know - the stores really weren’t that crowded. Probably only a couple of people in most of the stores, certainly fewer than many LFS here in NYC. Granted, I was there during the middle of the day on a weekday, and I’ve heard that things mostly get crazy there on the weekends.
I think some of the bagged fish are just a function of the sheer volume of fish available inside the stores - if you have a few tanks with over 100 aba aba knives in the store, I guess it’s not a big deal to have one pre-bagged sitting out front.
