...and check on the regulations for you fishing without one. Here in Florida, vets still have to have one. I'm a vet and I have to pay for mine. Only active duty military on leave can fish for free (not talking about seniors and kids). Actve Duty persons on leave still have to have a license. They have to take a copy of their orders to a license issuing location to get their free license.

That brings up an important point(s). You have indicated that you "assume" laws or take them as what you "hear". Secondly, you seem to read into things with a personal bias and translate them according to that bias. The Texas state law is one example and the Constitution is the other. In other words, don't translate it how you think it means or how you want it to mean. That won't get you off the hook if you are wrong. Don't get caught without a license if you just heard that you don't need one. Get a copy of your states regulations and read them with a cleared mind. If it gets wordy, don't assume that it's in your favor. Assume that it isn't. Don't take the word of the person down at the bait shop or at the licensing agency. They aren't the ones that have to pay your fine if they are wrong. You can always get an educated answer by calling your Department of Natural Resources or Fish and Wildlife Commission (if you talk to the right person).

The following individuals are eligible for a free fishing license and may obtain a license at any license issuing outlet:
  • Citizen residents who are blind.
  • Active members of the U.S. Armed Forces who provide proof that they are New York State residents and are in the state for a maximum of 30 days.
  • Resident patients at U.S. Veterans Administration hospitals or facilities can obtain a free fishing license through their hospital or facility.
  • Native Americans who are members of the Shinnecock and Poospatuck tribes or the Six Nations residing on reservations in New York State may obtain a free fishing license by contacting their reservation or the DEC License Sales Office at (518) 402-8843.
 
South Carolina's fishing license is $10 per year and $300 for life. I would rather pay for a license so the DNR can protect and maintain the wildlife in my state, so that in the future everyone can continue to enjoy the outdoors.
