I would run the UGF as a RUGF. Attach a powerhead to the return tube to push the water up through it. It still uses the substrate as biofilter and helps keep the surface of the substrate clean by pushing it up into the water column.

for your setup the UGF is still the best and cheapest option.just dont overfeed the fish
