Under gravel filter

Do you mean 20L or 20g or 200L for your tank size?
 
Keep your gravel to only about 2" in depth. A gravel vac about once every two weeks will be sufficient.

20L here in the states is often referred to a 20 gallon long tank.
 
#1 - A well maintained tank can use an UGF for it's primary filtration
#2 - Wat an UGF saves you in Cost is made up for in Labor
#3 - A tank that relies on an UGF as it's only filtration always looks dirty - IMHO
