Underwater grass

To do that takes high light, great circulation, the absolute max balanced amount of co2 and nutrients. What your looking at isn't a grass. Its called baby tears. Its one of the more difficult ones to grow like that. High light and really dialed in co2 with the right nutrients is a must.

I don't know if you've seen it but someone posted a pic on here of artificial turf with sand spread over it in there tank and it looked pretty awesome. Definately doesn't hold a candle to the pic you posted but could be a backup plan.

^ Honestly, there aren't many carpeting plants out there that aren't extremely demanding, i.e. require high light and Co2 + correct ferts...

Although, with that being said, i've seen in the past tanks using anubias petite as a carpet by filling in the whole bottom area, and then using larger anubias near driftwood used to simulate tree roots which looked really impressive and something i never thought would have worked...
 
^ That is one option IF the OP doesn't mind the carpeting grass getting quite tall, also while i have personally had success in the past growing hair grass without any Co2, i've heard a lot of people who said they just couldn't get it to grow without using it...
 
grassy lawn like that require high light,fertz and co2.

are among fav for carpet plants. u can possibly grow them in low light with or no co2. but the carpet plant wont grow short but grows tall. cuz the light is low so it grows tall to reach for light. and take forever to fill your tank
