IME most pet storeds that don't maintain their tanks don't maintain anything else. Check out the reptiles, rodents, and birds {dogs and cats igf they got them} If those critters aren't kept well then animal contrrol might be able to do something.

I've encountered this many times. Here is the best thing you can do. Stop going there, and if you want to make a point, write a letter or kindly tell a manager your reasoning over a phonecall. Don't go back no matter what.

Many businesses, even bad ones, will think twice when someone tells them why they won't go there again. If the business is booming so much that they don't care about losing customers then you can only stop going out of personal satisfaciton.

To OP, after years of being in the hobby, you just learn to ignore them. There will always be fish stores who ill-treat the fish because fish rights have lower value than other pets in the eyes of society [as much as I hate to say it]. But you encounter them so much, it slowly becomes numb. Just close your eyes, walk away and pretend it never happen.

i agree with both of those statement.

I boycott those places too especially if they sell dogs and cats (PUPPY MILL)! You can sneak a flyer on the enterance expessing your views but make it short. It will be removed but the owner or employees will get the hint. Do it once a week it's not illegal nor vandalism. It's a smug way to say I shop at ..... because they care more about the critters then the pets. Secondly find them online and blog them, tell your story. I've read comments on every pet store in town good and horrible! I also walk around saying "That fish is dead soon wow". I also hate when they sell saltwater fish that can't survive in captivity so I say "Why would anyone sell a dead fish". Shake your head in shame. That's my .02 good luck and sorry to hear that. Be an activist and go on line find a store directory and post your opinion!
