true if there wasnt enuf surface movment you could see this by looking at the surface of the water from the bottom also just cuz a power head is pointed at the water surface doesnt mean its braking up the water i have a 10 gallon i just started up with a whisper internal filter and its about 3 inche higher than the water but the stream of water was smooth no agitation, and have u used any older equipment on this tank because if u did without rinsing it there could have been old film build up on it that is now in your tank.
