You are right about the discus part. :)
 
I personally do not like it...

I'd rather have it inside where I could enjoy them more.
 
To each their own I suppose :) . Since it's in Japan, there could be a plausible reason for locating the tank outside. Most Japanese houses are small & cramped in comparison so there might not be enough space for the tank inside the house. Also in certain prefectures in Japan, a house owner can only build on a certain percentage of the total land owned hence he might have decided to make use of the non build-able area for his tank. Also Asian aros in particular benefit heavily from natural sunlight. The shine & redness of the aros are enhance by this "tanning".

Pity he diden't place the tank alongside one of the walls of the house and use it as a window to be viewed inside and out , but I am sure the owner was happy with where it was/is.
