That TIG was bred in tank by a TIG keeper. Its parents are normal TIGs. Therefore, I think it's just a pattern mutation.

It's my first TIG, and I was fancy of neat and symmetrical striped TIG when I bought it. Never expect it grows out like it's now. It was initially like this:
