Urgent Betta Rack Winter Heating Problem

I live in Hong Kong so I didn't really expect it to get this cold this fast. I need immediate suggestions for heating my bettas: they are on a rack on my bookshelf! I don't really want health complications.

What are my options? Can I blast them with a heater fan? Or use some heat-producing lighting?

Incandescent lights probably will help but not too high. Keep monitoring the temperature.
 
midnight: the room is inside, but the climate here in HK means that household heating isn't that necessary...the lowest it ever gets on average is 13 celsius...

Lupin: would fluorescents work? I have a fluorescent. If I used incandescent lights, how could I position them? With clips or screwed into the wood?

get some thermometers and experiment
put one near the tanks
put one in one of the betta tanks
see what they say
then try different things to warm it up
maybe add styro on the inside and make a front panel for when your not looking at them
or drape a blanket over it and see if it warms up any "could be fire hazard"

or a small heater fan like u said
i use one in my fish room cus it gets cold in there also

oh,maybe a heat lamp like for reptiles
just make sure not to cook the fish!

Use either clip or screws. It will work but you need the fan to regulate the temp around or you'll boil your fish to death.
 
Spotlights? i think heaters,spotlights and a thermometer can help
