Urgent Betta Rack Winter Heating Problem

I think I'll probably go with buying a piece of arcrylic (or maybe just cutting a piece of sytrofoam) and covering the rack... but I might also use incandescents or spotlights...I think I'd be asking for trouble from my parents if I use a heater fan.
Styrofoam time for now - maybe I'll make some sort of styrofoam-and-arcrylic slider cover :P

Another problem for you all - every week, when I do water changes, I switch around all my bettas, so they get a different neighbor to flare at every week. Is there a set pattern I can use to rotate them?
The pattern has to do two things:
1. Every time they are moved every betta gets a different neighbor (eventually they get to meet everyone else on the rack)
2. It has to be fair - every betta will get one week in their spot, but eventually they will have been in every spot for a week - no one will be left in the right hand corner for 1 week while someone else gets moved around constantly getting more light and warmth.

Thanks :D They are in siliconed glass cubes (.75gal) that I get for $3 at the Hong Kong fish street.
