First thing to do after a power outrage is pumping air in. Then stable the temp...I think don't do big water change.

For me I'm not worry about temp because it's slowly decrease over time and it won't kill your fish, your tank temp will match the room/house temp which normally at 70F that not cold enough to kill any fish, the lack of Oxygen and water movement for gas exchange is the that killing the fishes. So buy some battery operate air pump is a must, if power went out for few hours then pretty much all the BB in filter already dead so better turn it off and clean it out (mechanical, chemical and biological all together), the BB within your tank and in substrate should stable enough to start brand new colony in your filter pretty soon (you can use some BB booster to speed it up too).
