How are your water params? Temperature? Adding air wouldn't hurt while you pinpoint the issue. And if you havent already, turn off your light.
 
Ammonia? Nitrites?

Do you have a tank where you know the levels to be fine? If you don't have an ammonia test kit, assume your levels are high and do a water change. Adding air has helped me, but only when the air stone is placed behind a wavemaker or powerhead so that it saturates the water with tiny little mist bubbles. Seems to help oxygenate the fish quicker instead of just bubbles in the corner of the tank. That sucks though, he doesn't look great.
