Urgent please help males Congo spotted puffer bite onto the female's belly.

I am surprised and actually could not believe it. I just got them into the tank and already biting the bellies started. Perhaps there were pregnant from before and this new little guy is strong to release the eggs from the bellies of the females.
 
Late to the party as usual. But yes it's mating. It can and will leave marks. The males bite the females to get them to lay eggs, and are pretty relentless. The males drive to mate can and will be detrimental to the females health. It's best to separate the male when not interested in production.
 
So for them the act of mating is biting ? Only biting nothing else ?
Based on other fish or animals, the biting is likely to immobilize the female so that they can breed with it. Others know more about puffer breeding than me though.
