Why must they pay so much? I could make a rockets that devastating for 500 bucks... It's called Potassium Nitrate, and sugar mixed rocket fuel and Potassium Chloride based black powder - any one with two or more brain cells could work it out...

Actually they could let it fall but apparently they have technology that they don't won't the russians to get there hands on. So they are going to try and obliterate it.
