I am looking at getting a IBC tote or two to store water in my fish room since I dont have a water line there

I see them all over the place for sale and some say food grade and others dont, with that being said what is the best way to clean them out if they had say soap in them?

If they've had detergents in i'd be very wary. At the end of the day brand new ones don't really cost that much and they'd give you complete peace of mind.

Oh I see, you're talking about one of those 1000 litre things aren't you, i thought you were referring to one of those small plastic tubs. Yes, those large ones would be quite expensive, especially delivered too.

Well like I said you need to be very wary if they've had detergent in. Jet washing with very hot water would probably be your best bet.
