Good analogy but higher energy light penetrates deeper into water than lower energy light. That's why blue light or actinic light is associated with coral growth, it's the only light that manages to penetrate down through the water. Ultraviolet light is even higher energy light than blue or purple light, penetrating even further into the water. A meter of water would absorb as little as 1% of the UV rays coming from the bulb.
