I live in michigan and thought of doing this same thing. I didn't come across any resonable heating options and maryland gets much colder then 45 degrees in the winter...

IT CAN GET MUCH COOLER THAN 45 BUT, I WAS PLANING ON INSOLATING THE POND SO 45 AVERAGE... and last winter was VERY mild with 55 being average
 
Again, ​HOW WOULD YOU HEAT A POND?!?
 
You could try like 10 700 watt heaters with like a very thick cover. Its not really possible unless money is no object I'm sure you could rig up a hottub heater some how maybe with some solar panels but that won't help you at night when it gets below freezing.

Why not local fish bass bluegills crappie catfish. Stuff like that. You can even get them pellet trained already.

I made a custom heater box in my pond but I live in Florida so it doesnt get to cold. Put a 35g heater thats 300w in the bucket and planning on spreading out other heaters. The waterfall water will heat up pour ou and heat the water. Ill let you know how it goes this winter.
 
Im in MD too and I can tell you we get temps in the TEENS for winter time..., keep that in mind.

I suggest something easy to maintain sine were in the Mid-Atlantic region. IMO..., natives....
 
It sounds like you plan on paying $500 in electricity a month.

Ponds are for goldfish and koi. That is all.
Otherwise come live in the tropics.
