Valentini Puffer in trouble... Help!

Long story... I might explain it later... anyways... my valentini (canthigaster valentini) is breathing ridiculously heavy and fast. I did an ammonia test cuz that was handy right there and it came back 0.5 ppm! Yesterday it was fine... The tank has been riddled with hair algae and I took the light off and put in a ton of phosphate media to get rid of the stuff... I think the crash was from all the algae dying... uhh... I dunno what I really want help with... I just want some input/suggestions or any tips or tricks anyone has... I'm in the process of doing a 70% ish water change and I'm gonna see if that helps... Hes swimming around fine but hes just hyperventilating... I don't like it. Thanks for whatever input you can manage...

If I were you, at this point I would do a full range test. Those phosphate removes retain the phosphates and will evetually release them back into the water. What are your other parameters? (NO2, NO3)

Nitrate (NO3−)
Nitrite (NO2−.)
Ammonia (NH3) I think...

you should get a Phosphate kit. Maybe a calcium kit too if you have inverts.
