he looks like a hartwegi but has a red head like a fene, but his head isn't THAT red, which is a trait I saw on the pranburi's from thailand, which are apparently hartwegi...

Yea that face just says Regani, and that light blue colour as well since I just seen a couple big Reganis last week. But I could be wrong, maybe a picture that shows better coloration?
