I added some plants, and did a third gravel vac. The substrate is still messy. When I started, it was like vacuuming mud. The pH is imroving, and so is the activity of the fish.
It's a State Park visitor center. Basically nature preserves within the state, this one is close to me. The visitor center has many educational and entertaining exhibits, including this tank, which hasn't been maintained well.
