Which Stocking?

Second choice for me too! Also agrree with ditching the parrots. I'd switch them for a blue acara personally. Maybe only get 1 convict as well or you could end up with 100s soon enough. I think as they all grow you may have some aggression issues and might have to thin them out a bit sometime in the future. Like always it's your tank so choose the option you like best.
 
I would say #1 (although if the "electric blue cichlid" is an acara and not a scianochromis, I would not include it) because #2 would be harder to get to work long term. What are dimensions of the tank? If it is a 4' tank, I doubt the stocking in #2 will get along for life.

Its 5 feet long.

That is a little better, but these are large aggressive fish which all have their own personality. CA/SA cichlid communities pretty much never work out the first time around. You usually have to add or remove fish as the dominance pecking order shakes out to get a mix that more or less works. It is a balancing act.
Africans are easier to get to behave as long as you keep them in a large group.
Also, these two types of fish prefer different water types. What is your pH? Hardness? These are all pretty common fish which can live pretty well in neutral water or can adapt to higher or lower levels, but if you have super soft Amazonian water for example, the African's might have some issues.

My pH is around 7.3
