mudskippers are very active, even on land, so they need much more space than that.
I completely understand that a 6 inch long mudskipper would be too large, but I've read that Indian mudskippers only get to be around 7 cm. Is that still too active for 10 gallons?

I'm not familiar with those, my only concern would be that since they are very mobile even outside of the water, I would give them as much space as possible.

NO PUFFERS IN A 10 GALLON!!! they need LOTS of space and LOTS of hiding places and both of those CANNOT be provided in a 10g. and they grow out of a 10g almost immediatly.

and bumblebee gobies are aggressive with each other and despite there small size, no more than 1 should be kept in a 10g

Bumblebee gobies aren't very aggressive. They are territorial, but they are also very tiny. The closest thing to aggression they display is fin nipping. They may take little bites out of each others' fins every once in a while, but it's never severe. As long as you had enough cover and perhaps some little caves or something for them, you could keep a few in 10 gallons.

my 3 chase each other all the time in my 20L and they killed the forth one all because of their territories. i wouldnt have bumblebee gobies in a 10g

I'm very sorry to hear that. The five bumblebee gobies I have in the 55 gallon tank never bother each other at all. They seem too lazy to chase anything.

Knight gobies would be fine, some small rainbow fish like celebese would be ok.

Celebese Halfbeaks if you can find them - a pair - would be great in a 10gal. Mollies and guppies can be in brackish water.

So, if I had to do a "nano" brackish tank, it would be:

Bottom dwellers:
2 knight gobies OR 1 bublebee, AND/OR 2 wasp fish
2 Celebese half beaks
2 Mollies OR 4 Celebese Rainbowfish
