Waterchanges will be determined by how frequently they need to be performed to keep h2o quality up.

Mechanical filtration is nice, but it should be something that can be cleaned immediately as so not to "trap nitrates".

HOB filter probably works better for this purpose because you can clean it frequently.

im starting on a 20G Long SW tank myself. Im running a HOB, bio cube protien skimmer and live rock with 2 power heads. Lighting is a issue for me just because i dont want to kill a load of money on it.

if you can get all your setup at once it would be a time saver but if you cant go setup by step. If you dont have a established tank to use as a cycle "starter" your LFS has salt water available to "buy" i hope this helps.

I think there are HOB filters with protein skimmer intergrated into it.
