He is actually committed a federal offense and there can be steep fines of 250-5k dollars for this depending on sevarity

Thanks,, the money he scam on me is 1200,, he first sent me Paypal for 300 and 1200 is second time so he choose to take 1200 that bigger amount and he texted me to my phone that I'm still lucky that he still let me keep another 300 lol,, 1200$ won't be that much in fact other people got bigger scam so I don't really need this money back I will donate to his local police station or whoever can help to get this guy, and thank you for Thai community in CA that going to help follow this case,,will update later thanks for all comment ( the thing he did is not right so don't let he get away even little money)

If he sent $$ as a gift how did he get it back? There is no "guarantee" for a "gift" - you could've even kept his money and sent him nothing.

If he made the bank take the money back, the bank helped perpetuate the fraud.
 
Exactly why this guy is in serious trouble. Would that be bank fraud or wire fraud?
