Yeah California laws suck. Don't like it? Move to North Dakota. Noone to bother you there. There isn't anybody there to bother you.
 
Why would you potentially inhibit the breeding of rays in captivity which further helps the wild population by reducing the importation of wild stock as well as making it easy to get healthy rays throughout other states where they are legal that are better suited to aquarium life then their wild counterparts. Almost nobody is going to release a stingray into the wild, which I believe is the reason they are banned in places like CA and TX among others because there are water temps to support them if they were released, your talking at minimum $100 dollar investment for your basic motoro or any high end rays usually start around $400-$1500 thats a big investment to turn loose. Just my 2 cents but I have to agree with the others, no harm no foul there are bigger things to worry about then hobbiest aquaculture excursions ~Trent
