Yes - frequent cleaning of mechanical filtration is a way to remove waste before it can be broken down and contribute to nitrate production.

Frequently cleaning filters can reduce both the rate and amount of nitrate produced in a system.

Removing nitrogen earlier in the nitrate cycle is preferable to diluting it (via water changes) later.
