Water Changes

35 gallons a week is hardly anything. You use more than that every day.
 
If you heavily plant your tank, say 70-80% of it you can cut back on your water changes a bit, but the cost of planting the tank would probably be greater than the money spent on water changes.
 
"if its yellow, let it mellow. if its brown, flush it down" is a good method to conserve water. or put a 2 liter bottle filled with water in your toilet tank, that is another good way. using old aquarium water in plants not only saves water, but is good for the plants. using all of these methods, you will be using even less water than before you got an aquarium.
