water changes

hi qiuck question, when i do my water changes,which are about 10 to 20 % evrey day or 2, i just put in freash tap water no chlorine med or anything. is this ok so far so good no deaths . and the reason im doing alot of water changes is because i have a 8 inch redevil in a 33 gallon(not for long though hes upgrading soon to his new 77 gallon.and also could this be the reason there is like foam around the corners of my tank?

i have city tap water and it is fine but i still dechlor just in case
i hav forgotten a couple of times and my fish didnt mind the least
as for the foam that worries me
ammonia?
nitrite?
nitrate?

i have no clue about the water pareemeter its so confusing tryign to figure out the color of the thing .ill go to the lfs and check it out
