Nothing will remove the chloramines, only break the bond that holds the chlorine/ammonia ions together; which sodium thiosulfate (key ingredient in most all dechlors) does. API will do fine if you don't have large amounts of chloramine, as the residual ammonia will get absorbed by the biofilter fairly quickly. I don't use it because it is not near as cost effective as prime is. For the amount you use, an equal part of prime will last you considerably longer than TWC.

I think he is just saying that it doesn't remove but it breaks it down to make it safe for fish.

I would just clarifying on their vernacular to put everything in perspective. You know what breaks down the chloramine bond in prime and TWC? The same thing. The only difference is between how the resulting compounds are dealt with.

I use a product from my LFS called TLC Super Water Conditioner. I have NEVER had any issues with Chlorine or Chloramine. It is super concentrated and a four oz bottles treats 500 gallons ($6.00).
