Then open the image you want to use as your watermark and click the layers tab and create a new "Background layer." Adjust the opacity (there should be a slide bar, 100% = solid, 0% = invisible so as the percentage gets lower it becomes more transparent) of your watermark and you're set! Not sure if this is the best way to do it, but it works and like I said, I'm using Photoshop, CS3 to be exact. Not exactly sure how similar it is using other programs.
