It's not completely dead because I can see the red stuff blowing around. It is not a high flow area and not a complete dead spot.

okay I see now what your issue is red slime did you just clean it before or after shot was taken? doesn't look that bad you can add some asteria snails they love that stuff as well as abalone snails, cerith, and trochus snail's will all consume that nassirus and margarite snail's won't touch it.
