Water problem

Well did you add it to the tank afterwords? if so did you dose for the whole tank volume? and how long after adding the water did you ad the dechlorinater?

Yes I added it to the tank after for the whole tank, I added it about 15 minutes later or so (without the fish in there)
 
you take your fish out to do a water change?

Was your filter running while the water was in the take without dechlorinator? If so you could have killed a lot of BB

I did a water change yesterday, it just got cloudy again

No the filter wasn't running

Just ran some tests, the results seem okay to me
pH: 7.4-7.6
Ammonia: 0 ppm
Nitrate: 0 ppm
Nitrite: 0 ppm
Phosphate: 0.5 ppm

I'm thinking of getting rid of the gravel and washing the tank with bleach then sun drying it
Any help appreciated

Firstly without being rude, PUT DOWN THE BLEACH...

Secondly take your readings again. There is no way you got 0 ppm for nitrate, so your readings are all unreliable now...

Thirdly, what is your tank stocked with. And what is this 40G filtered with. These are all crucial to help you...

Also, photos are nice for detective work...

I just tested again, I'm still getting 0 ppm for nitrate
There's only a little senegal bichir in there, running on an Eheim 2232

Ok, if that's the case, your tank has cycled and has not yet finished. Probably a bacterial bloom that's causing the cloudyness. It doesn't matter how long your tank has been set up, - if there is no nitrate it's cycling (after a year there would be something showing up under nitrate) but now, you've done something to kill off your filter bacteria. You need to push through the cycle until nitrate shows up.
