Yes, hard water stains.

I get a white residue on my tank glass when I do water changes. Is that an indication of hard water?
Most likely calcium carbonate, if so, yes
 
3 years ago I moved from a house without a water softner to a house with one(we installed one). I didn't see any effect on the fish.
 
I thought so. It doesn't seem to effect my fish to much but they do act a little off from time to time when I do a change.

Water hardness shouldn't have any immediate effect on your fish during a W/C. If they seem "off", its likely from being disturbed, temperature fluctuation, and/or pH fluctuation.
Most of my fish are back to their normal self after about a half an hour after a w/c.....while some are essentially unphased by the disturbance of a w/c. I find that it seems to really help keeps the stress level down if I keep the tanks' light off during a w/c, and don't turn it back on for about a half hour or so afterwards.
 
I have a whole house water softner and it's been 3 yrs since I bought the house. So far I don't see anything wrong with my fish at all. I keep Geophagus, loaches and catfish. I've had the catfish since buying the house and it still looks fine to me.
