stock 1 Arowana about 9inch, 1 stingray about 12inch, these are new with the new tank 4 loaches I have had several die with the stress of the move from the pet store, 6 oscors, 15 tetras for a schooling fish they will be rehomed as the other fish get bigger and become a threat. My stingray has alwas stayed on the bottom now he is swimming a lot on the top and seems to hover under the spray bar
 
What is your filtration like? Hovering near a filter outlet sound like an oxygen problem.
 
125 Sump with 4 power heads in the tank we have only realy be running due to the fish having trouble swimming with all 4 running
 
Is your sump all submerged media? Trickle? Fluidised bed? Do you have any pics? I know this isn't taking chlorine into consideration like you were before, but I usually try to rule out ALL of the possibilities when confronted with an issue.
 
section 1 is filter socks, then 5 gallon bio balls and 5gallon pond matrics in section 2 section 3 is open area with the intake for my UV filter and the over flow for the drip section 4 is the return pump all media is submerged with straight flow through each compartment seprerated by a plastic mesh to aid in mechaical and bio filtration and each compartment has a small powerhead to help move water in its compartment. Return pump is a Reeflo Gold Hammerhead Barracuda. Im at work right now so I dont have any pic
 
So no solid baffles or anything like that? That really does make me think o2 deprivation might be the issue. What little o2 you are getting into the water is being used up by your bio filter. To me, chlorine can't be the issue or you would have started to see ammonia and nitrite as your beneficial bacteria die off due to chlorine poisoning. You haven't seen a drop in ph, so as of right now there isn't too much co2 built up in the tank water. If you have a few extra air stones laying around, throw them in your sump and see if the behavior changes. Remember that rays consume massive amounts of everything. Food, minerals, and oxygen.
 
would the masssive amout of survice agitaiton I have from the power heads not take care of the O2 demand. I have to turn off the power head to feed the fish or the food will not sink. and you are correct no baffles
 
You know, a lot of people say that power heads will do the job, but I have never trusted power heads alone. Especially in a tank that size. You could position your power heads at the water line to introduce bubbles into the tank water, add an air stone or two to the sump, or add baffles to the sump. I think the best solution would be air stones.
