What is the water temp now? What is the air temperature in the room it's in? Unplug the heaters! Is one stuck? You can float bottles of ice to gradually cool it off. You can do partial water changes to GRADUALLY cool it off.

If its just a couple degrees you need, you could turn a powerhead to agitate the surface. If you use HOB(s) lowering your water level a little will help also.

31.5 celcius is 89 Fahrenheit.

Unplug the heaters
It sounds like the pumps are using a lot of electricity, so they are contributing to the heat as well. If the problem persists, you should replace them with more efficient pumps.

I have to deal with this all the time in the summer, odd your having issues in January? I bet one of your heaters is stuck on? Unplug your heaters and pull them out of the tank the one thats warm is bad. Open your hoods if you don't have jumpers and the heat will rise out of your tank. Most heat loss is through the surface.

It's only winter in the northern hemisphere.

For a permanent solution you need to use only external pumps. I only run my lights a couple hours at night when I get home from work in the summer months, the fish don't care. I have a screen type hood on my tank that encourages evaporation and on very bad days I put a fan on the hood blowing air across the surface. I live in a very dry climate so evaporation is easy with out the fan. Watch your water level, you would be surprised how much water evaporates!
