tank size 75 gallon:
lately ive noticed a whitish oily film on the top of my water also small white particles are floating in the water at all levels of the tank. what is this stuff? i do about a 20 to 25% water change every 2 weeks. my filtration is a sump filtration system w/ bio balls and it has an over flow box. food in the morning is cichlid attack sinking pellets. at night is either frozen blood worms, frozen brine shrimp, and frozen krill. i feed twice a day. :help2:

20-25% every two weeks? that would probably explain it I guess
that sounds far too little for the types of food youre feeding twice a day... my guess would be you need to do at least 25% every week... I do around 40% a week nowdays in my 150g and I have two fluval FX5's on it (granted it is very overstocked)

I agree with Deaths Sting. I was going to suggest more surface agitation.
whats coming to my mind as im watching it now, it seems like water is not getting sucked into my overflow, it looks like water is churning over and over without it being recycled into the over flow, almost like its by passing it. but when i look at the side of the over flow water is going in there (its almost like an optical illusion) the filter is a wet dry sump with bio balls. the return pump hose sits in the water about 2 inches below the water line. i can see the ripple agitation on the top of the water thats caused by the return pump so water is being agitated, but how much is enough as i have no base for comparrison. geez i dont know what to do here

the "i feed twice a day" is meant that i only feed the fish twice a day total, not frozen food twice a day on top of morning pellets

Well although this may not be the case, this thin film over the water is often built up residue from a cleaning product used in the vincity of the tank or soap residue from your hands. It can also be eutropication but as at least there seems to be water movement, it is unlikely.

Is your overflow right next to your return?? Couldn`t quite understand the

Since you have a wet/dry drip system you have plenty of water movement..though not a big fan of the CPR overflow systems, I am trying to understand why, with a skimmer style box you are getting any film on your tanks surface. Pics would be a plus.
If you have particles floating in the water, your mechanical media is not working. You need some finer material(quilt batting works well) or your drip system is bypassing because of gaps in the media chamber.
That just comes off the top of my head, tiny and pointed as it is.:D
